proxy server bandwidth management

Hi, I am Configured Proxy server  and use Bandwidth management. it work for large download in HTTP format and do not work in HTTPS, How to fix it?

when I enable https port forwarding, some of https protocol web page not accessible.

Just my 10cents... but shouldn't you enable your NAT rule for 443? Its disabled in your screenshots.

when enable it my network User can not access to https protocol web pages.
I exported defined CA  cert. and Install it it client os & browsers.
another Problem is Captive Portal & Login less internet Using is Permited.
How to fix it?
