How can I create recurring schedule for first day of month?

I have a rule I want active at a very specific time on the first day of the month. It doesn't seem possible to create such a schedule. It looks to me like you can create something on a specific day of a specific month, but I just want a rule to be active on the first day of the month between 2:59 and 3:01. It doesn't seem like I can select specific minutes either.
Is there a way to do this with cron and a shell command perhaps? Any pointers would be appreciated.
Also, I find the interface confusing. What does the month mean for schedules? It shows up as August_18. Does that mean that if I make a schedule with August_18 showing that my schedule will only work in August 2018? Do I have to make a new schedule for the next month? I looked for docs on this, but didn't find any.
