I am trying to set up DNSMasq to work on my VLAN, but I cant seem to get it to register. Are there any guides to setting up DNSMasq for VLANS?

Dnsmasq DNS & DHCP

There is nothing special regarding VLANs.
Just enable the service interface and ensure that the new interface is selected in the general settings, in case you have not listening the service on all interfaces.
Then configure the DHCP range on the respective interface.

By default the DHCP pushes the interface address as gateway and DNS server. So if you do not need any other IP, there is no option needed for this.

What's your issue in fact?
If the client doesn't get an IP, run a packet capture for UPD port 67 on the respective interface to check if the client even sends a DHCPDISCOVER.
Possibly there is something else wrong with the network configuration.
Does the concerned device work if you configure it's network settings statically?
