Every inbound connection seems to hit Default deny / state violation rule

Hi Team
I desperately need your help here.
For some reason I keep getting    Default deny / state violation rule anytime I try connecting using Port Mapping.
I tried putting firewall into permit any-any on WAN interface and same outcome. 

Configuration is the following
Client port 18799 ,
ATT Router NAT / DHCP 192.168.1.70/24 (plugged into WAN port, and it is configured to permit private addresses)
OPNSense 192.168.0.1/24 port forwarding rule 3282, client uses LAN port

Live logs show "Default deny / state violation"
Went through all kind of articles and yes private IPs enabled on WAN links, and rules are configured and yet it keeps failing.
