Can't figure out rule to pass particlular traffic getting caught in Default Deny

See attachments.  The Destination is an IPv4 single address on the far side of a 3rd party VPN tunnel terminated on other equipment.  I have a route for the address set to point to the other equip.  It is pingable, so there's basic connectivity. 

The Source is any address within our local network.
