How to setup VPN so when I am not home I vpn to 68.197.x.x/32 to access 10.100.101.42/32?

Also setup VPN to secure all traffic from public wifi by using 68.197.x.x/32

How to port(80/443) forward from 68.197.x.x/32 to 10.100.101.42/32?
