Changing Policies interrupts the network

Hi

I hope someone can help me as my family are getting mad with me, every time I adjust an IPS rule the network goes down for 2-3 minutes, I've not been able to locate anything that leads me to a solution in the logs.

I'm only listening on the LAN and another physical port that is the trunk port for the VLANs. 
I'm not monitoring the VLANs. Previously, I was and didn't experience this issue, but the network was slower and the documentation says I should only monitor the physical ports.

I have 4 policies, some drop and some alert, I've separated them to assist in troubleshooting blocks that may occur.

I hope someone can help as I'd really like to be able to use IPS.
