Reduce the bandwidth (download) allocated to an IP, if it exceeds a quota

Hello,
Can Shaper be set to allow the following:
When any user (an IP) downloads more than 10MB at 2MB/second over a given period (24 hours), the bandwidth allocated to them is reduced to 200KB/second for subsequent downloads.
The scenario is as follows:
- Each user (IP) has a bandwidth of 2MB/second with no total bandwidth limit.
- When the same user (IP) downloads from 0 to 10MB, the bandwidth is 2MB/second.
- When the same user (IP) downloads more than 10MB over a given period (24 hours, for example), the bandwidth allocated to his IP is reduced from 2MB/second to 200KB/second for 24 hours.
Thank you beforehand.
(I searched through the posts but couldn't find a similar request. Sorry if the topic has already been covered...)
