Block static ip users and allow dhcp users

Hello, can OPNsense block static IP addresses and only allow IP addresses that the computer gets from the DHCP server? The DHCP server will be located on the OPNsense system.  I need to ensure that there are no static IP addresses on the network.  The switches we are using are stupid.

You cannot prevent a device, with physical access to you network, from being able to assign itself a static IP.  You can restrict access via MAC address but that is labor intensive.
