Can't get memory ballooning to work

Hi peeps,
I've tried to bring memory ballooning on, but no go for now.
It's under Proxmox 6.3-2, given memory is 2 to 6gb but it's consumes over 90% even after flesh install
Also tried to put "virtio_balloon_load="YES"" in /boot/loader.conf.local - same story: sorry
P.S.
i see that this problem is resolved eventually in version 10.3 before 5 years:

Problem solved with NON-BSD router distro usable for virtualization.
