Connection to DNS 10.0.0.1 was refused when internet is down

Hi all,

When requesting a DNS lookup from a local host for another host on the LAN we are getting a "Connection to DNS 10.0.0.1 was refused" when internet is down. 10.0.0.1 is the OPNsense firewall running dnsmasq

There are a few TXT and SRV records set but nothing that should block access to locally stored IP addresses.

Is there an option to set that allows local DNS requests from dnsmasq when the internet is down?
