19.7 Legacy Series / NAT Interface Restriction not Working

When I set a NAT policy, for some reason it is applying to all traffic that matches all of the criteria, without regard to which interface I have it set on. This has persisted between 19.1 and 19.7. Does anyone have guidance for me on this issue? TIA.
