Port Forward only with Floating rules?

Hello,

I am trying to understand the logic of the firewall setup, i want to expose my web server, so i made a Port Forward but it only works when i also create a floating rule opening the port 80, is it correct?

I thought that the port forward would also create a rule that let traffic enter in the firewall.
