Captive Portal causing download issues for "Allowed" MAC Addresses

Howdy all,
This issue seems to have been posted before without any replies. I hope someone besides me is seeing this.
Running 17.1.9 on a HP DL360gen9 server.
Install went fine.. Set up VLANs for Data and VoIP.
Setup the Captive Portal... entered roughly 200 MAC addresses for my employees.
Everyone was happy with the new setup.. EXCEPT that downloads fail..
What is happening is that any download over 25 to 30 meg fail.
People are able to stream from Youtube, Netflix, Hulu..etc..... without issue.
When I disable Captive Portal all downloads work just fine.
Traffic Shaping is not enabled..no port-forwarding (except anti-lockout).
Any help would be greatly appreciated.
