Can't log into GUI after restoring configuration

Setting up a new device for an office move. Restored the configuration from the old device and can log into the console, but the GUI just keeps going back to the login screen.  No error, just returns to the login.  I'm configuring this in a lab, so the LDAP servers aren't available, but I'm trying to use the local login, and it works from the console.

Any ideas?  Thanks.

Sounds like the user doesn't have a privilege assigned. But it could also be that the system needs a reboot in order to migrate the user data to the new format (which changed in 25.1 and your backup is perhaps older).
