Safeboot on new install?

Hi, did a new install on my dec3840 a week ago and during this is was struggling to activate Safeboot / UEFI Secure Boot.
When trying to activate it the BIOS mentioned that TPM chip was not detected. Therefore i installed without Safeboot / UEFI Secure Boot

Just wondering if safeboot is a good idea to activate (i guess so) and why was my TPM chip not detected?
Any assistance is welcome.
Can post screenshot if needed.
