25.1.5_5 traffic shaper not working

25.1.5_5 traffic shaper not working:

- enabling rules does not enforce bandwidth limits
- rebooting with rule enabled it starts working (i.e. enforces bandwidth limits)
- after reboot if rule is disable and reenabled then does not enforce bandwidth anymore

Please help

It seems at this time, changing the traffic shaper sometimes shows a glitch where a reboot is needed to actualy make it work.
