25.1.4_1 to 25.1.5_5 upgrade traffic shaper stop working

- enabling rules does not enforce bandwidth any more
- rebooting with rule enabled it starts working (i.e. enforces bandwidth limits)
- after reboot if rule is disable and reenabled then does not enforce bandwidth any more

worked without issue in 25.1.4_1 and lower ... I need to be able to enable/disable traffic shaper rules on demand
