DEC2687 - After Power off, need to pull power cord before power switch works

I have (2x) DEC2687 purchased directly from that we are evaluating using in PROD.

An issue we have discovered is that if we do "shutdown" , then flip the power button in rear off/on , the unit will not start.
If we pull the power cord, then flip off/on , it does work.

Doing a "reboot" does work normally.

Is this expected?
