cannot limit speed for spacific port on a bridge lan

ok for some reason i cannot limit the speed a port i have my wifi router on and im not sure what im doing wrong since i need to limit it cause of large bursts coming from it any idea as to what i need to do
seems to be cutting more than half the upload but not limiting the download
