Concepts for Traffic Shaping VPN Networks

I am having trouble putting together the pieces that are necessary to limit the total bandwidth of an OpenVPN instance. I am trying to use the traffic shaper, adding a rule to match the subnet assigned to the VPN clients on the OpenVPN interface. However, no traffic matches.
I'm guessing I have the wrong interface? Any suggestions on where to go for guidance? Or any ideas what I'm doing incorrectly? (I didn't want to make a huge post to start).
