Hidden Bandwidth Limit

Hello All!
I'm new to this Forum, so a big Hello to everyone here.
Now to my question. I face a strange behavior on my Opnsense 23.7. I had successfully set up Bandwidth limiting with shaper. Now I would love to remove all Limitations.
So I went to Firewall, shaper and deactivated and removed pipes, queues and rules. Gave my Opnsense a firewall reload and a reboot. My expected results are some fully used Bandwidth in up- and download. For Download this is working, but not for Upload.
I try to upload a file (or precisely download from outside my LAN via VPN and scp). This Upload is limited to 250 Kb/sec. I started a second (third and fourth) upload from different sources. Every Transfer is limited to 250 Kb/sec (all four uploads consume 1 Mbit/sec).
I did some tests with iperf3.
Inside my LAN VM on Host A to Firewall Host gives me almost 1Gb/sec (as expected) in and out.
VM on Host A to Opnsense VM gives me 1000 / 300 Mb/sec.
Opnsense VM (my poor Internet connection should give me 2Mb/sec up and 10 Mb/sec down) to internet Host, almost all Internet Connection can handle.
Host A VM to internet Host Download Full, upload 250 Kb/sec.
So my question is, where can i look for Bandwidth limitation in my Opnsense? Or the underlying Debian Host with KVM?
Thanks in advance and exuse my spelling, englisch is not my first language.
