Suricata Country Blocking and SMTP

New to OPNsense but not firewalls. My question is about custom Suricata rules to block specific countries but not SMTP from the same countries.

What takes priority? IPS or rules? Is a floating rule needed? Since I've not found any documentation on the topic, I would appreciate a link if you have.
