Reverting to older config does not restart affected services

Due to some issues, I made multiple changes to OPNSense while troubleshooting. Rather than go back and manually undo every change I made, I simply reverted back to the last change prior to today.
However, this did not restart the affected services and apply the config. The firewall continued to allow traffic it shouldn't, etc. Restarting pf fixed some of the problems but not all of them.
It wasn't until I did a full reboot of OPNSense that the reverted config was properly applied. Is it feasible to have the reverted config restart the appropriate services, or failing that, indicate that a reboot is required for the reverted config to be properly recognized?
