Applying rules on one VLAN causes interruption to unrelated VLANs

Should we expect connections to go down across the firewall if we make a small change to a single VLAN and click Apply?
We're seeing OpenVPN users lose connection to their RDP sessions (but not necessarily dropping their VPN) while a new VLAN is being set up, every time a changed or new firewall rule is applied. This is problematic because one of those users is the staff member doing most of the setup.
Any ideas, or pointers to documentation explaining expected behaviour would be great.
