Traffic Shaping and VPN Clients

I have a VLAN interface that I want to send through a high-priority queue and this interface is using a VPN client as gateway. I'm able to shape download traffic by creating a shaper rule with VPN interface and direction - IN, however, I can't do anything to the upload traffic.

I've tried removing queue and VLAN interface from the equation completely and created a simple shaper rule with pipe of 1 Mbps, interface set to VPN interface. No matter what I select in "direction" (in/out/both), upload traffic is not going through that pipe. I've tried doing this for both WG and OpenVPN, same thing.

Is this expected?
