I was trying OPNsense, and when I open the proxy blocked list, I never see the categories part I only see URL and description and file name , but no categories...
that's why when I press download and apply I never get any categories, is it only available for paid version ?

There is no paid version, it has likely to do with the file you are trying to import.
Do you mind sharing the URL with us so we can take a look?

https://docs.opnsense.org/manual/how-tos/proxywebfilter.html
on the docs page, if you take a look at the that picture, you will see there is a categories(if available) before even pressing OK or Save or anything, I don't have that part of Categories.
and this is the link from the page :
ftp://ftp.ut-capitole.fr/pub/reseau/cache/squidguard_contrib/blacklists.tar.gz

Have you after Download ACLs open the Web Filter entry again (cklick on edit)?
I have tested in my VM and all works fine.
Are you sure your OPNsense can reach the Blacklist-URL?

Have you specified the Proxy in Firefox or IE Settings on the Clients?
Here a Screenshot of Firefox (german version) where you can find the settings:

yes it's working as a proxy, the traffic management is working fine, but it's just the web filtering not working.

This is likely the same issue as just discussed with gitdevmod:
