Domain Blocking for Specific Devices via MAC

Been trying hard to get specific devices to be blocked from accessing specific websites. I have read and tried multiple tutorials from older versions of opnsense and even attempted pfsense tutorials.
Currently I have the specific devices mac address set to alias. I also have an alias for hosts (even tried urls) to be used as blocking. I have attempted on both lan and wan, both in and out bound and nothing is being blocked. I have made sure the rules are on top of all the other rules and they are set to block.

Firewall -> Rules -> Lan
(again tried WAN also)
On a side note, also having issues with time restricting internet access to these same alias devices.
Let me know the required information needed and I'll attach it. I'm sure you will need more than above provided information.
