What is the best way to get an OpenVPN client connection configured in OPNsense to automatically connect on boot or when the connection is disconnected?

Automatic connection on boot is dependent on the OS of the client. To reconnect a dropped tunnel, check out the keepalive, persist-tun and persist-key options from the manual: https://community.openvpn.net/openvpn/wiki/Openvpn24ManPage
