Static ARP not working

DHCP Static Mappings in Lan.....working
DHCP Static Mappings in OPT1....not working ( no connect - no internet )

Configuration DHCP4 in Lan in OPT1: identical:
Deny unknown clients: marked
Enable Static ARP entries: marked

Lan subnet: 192.168.1.0
OPT1 subnet: 192.168.10.0

To add the ARP entry I tried two ways:

Services: DHCPv4: [OPT1]: manual addiction

Services: DHCPv4: Leases: automatic addiction

If I delete the entry static ARP in OPT1 ......DHCP working ( connected and with internet )
