HAProxy not saving settings, or maybe it is

I've had some strange behaviour with one of my sites in HAProxy, so I decided to completely remove it from the configuration and re-do it again. However I cannot get it to work and all I get when I try to access it is "503 Service Unavailable".
When I check the haproxy.conf file it only contains the "Backend" section for the site, the rules/conditions I re-entered do not appear. At first I thought maybe using the "copy" function when recreating them was to blame but entering them from scratch makes no difference and even when creating a random test rule/condition they do not appear either.
I've used the "test syntax" at each step, no errors/warnings, the save seems to go through the motions and I see the service being restarted. I even tried restarting the service manually with no change. I'd like to try a reboot of the firewall itself, but a hardware problem means I cannot do this remotely without a risk of losing my connection entirely, but I will try this later as well.
Can someone point me at where haproxy.conf is generated from because I'd like to check its content to see if my changes are somehow screwed up there - at least then I can also check what happens as I add/delete things.
I'm running v20.1.4-amd64
**Update, in lieu of a reboot I tried a restore to before I started making changes today. The settings were reverted, I restarted the service, but haproxy.conf still does not have the settings and the site remains the same.
**Update 2, thought I would try a simple change to force the config file to be recreated - and it did along with the restored settings. Things seem to be back to normal.
