GeoIP Not Working

It always worked before, but now it is not working.
It said I had to sign up for a license key... I did.
I told it NO UPDATES on the key.
I added the key to the indicated url and put that key in the indicated URL but when I save it gives me the same pop up  "In order to use GeoIP, you need to configure a source in the GeoIP settings tab"

So what am I doing wrong and why doesn't this work ?
