All NAT inbound packs get blocked after update.

Hi, I just updated my opn from 18.x to 19.7. But after restarting the server , I lost NAT forever.
I checked firewall logs and found messages about
inbound NAT packs blocked
.
Finally, I located the
auto-generated floating rules
that caused this issue, with description
"block all targetting port 0"
, which block all ipv4+6 tcp/udp packs. (screenshot attachment below).
I believe they are the reason for my issue. But I cannot delete them.
I need your help!
