HTTPS web page blocked

I want to access domain name www.onlydomains.com
I haven't access to this site, i have allowed in proxy and i don't nothing on ips, what can cause this?

I don't know how to see the log about what happend, where to find solution

yes but nothing, dns can resolve but in brower no.
