Not able to create a zone in the Captive Portal Administration

Hello,
i have installed now several times OpnSense but i'm not able to create a Zone in the Captive Portal Administration site. I followed the instructions from the howto https://wiki.opnsense.org/manual/how-tos/guestnet.html but on Step 4 when it should save the configuration and i hit the save button the window close and nothing is saved. The Zones still empty.
I found a similiar problem here https://forum.opnsense.org/index.php?topic=5428.0 but he could resolve it with a fresh install, i tried several but the result is the same. Could somebody help me please?
OPNsense 18.1-amd64
FreeBSD 11.1-Release-p6

Edit 2: Tried version 17.5 - same problem. Installed pFSense, and Captive Portal works and is cofigurable, so i stick with pFSense.
