Cores vs Threads in a CPU

Not sure if I ever asked this question so here goes...
I have an i7-8700 and a i7-9700. The 9700 has two more cores but the 8700 has 4 more threads. Will the increased speed of the two extra cores in the 9700 outweigh the 4 extra threads in the 8700?

Who on earth should be able to answer that? There is a plethora of benchmarks, as there is a plethora of use cases for a CPU/mobo combination. Nobody can answer this question.
