Troubleshooting Packet Loss and Intermittent Drop-Offs

For a few weeks now, I've been getting random drop-offs where the router will become unresponsive and requires a reboot in order to restore connection. Recently, I've been experiencing consistent packet loss as well. If I continuously ping any address on the internet, I get about 20 or 30 percent packet loss. I first thought the issue was the PC, but I've now replace the PC and still having the same issue. I did move the Intel PCIe NIC cards over, but I have no reason to suspect them and as I said, the entire system becomes unresponsive multiple times per day now.
I'm looking for ways that I can troubleshoot. I don't really know how to read any of the logs, so I'm not sure what I'm looking for. Any direction on this would be greatly appreciated.
