Test Firewall Rules before Enabling

Hello together,

is it possible to Test Firewall Rules before enabling them ?
I tested already with Disabled Rule and Checking the Live Log, but it seems the Log is not giving the Information if the Rule is disabled. Is there any "Test Mode" Available ?

Is there any other way to test Firewall Rules in a Sandbox only with Logging but not Active ?
