Cannot connect to directly attached client

I have found a strange Problem.

Network:

When the opnsense is directly attached to my esxi this happens:

ESXi in shutdown state (PSU is switched on):
start ESXi -> works

ESXi completly powerded of (PSU switched off):
start ESXi by attaching the power cord: ESXi boots -> cannot reach vm using the vmnetwork

once i reboot the OPNsense the VM on the ESXi is reachable.
Could this be an ARP issue?

I have seen this behavior since i use OPNsense (18.7) I even swapped the NICs (Intel on both sides)
i want all services to run with wirespeed and therefore run this dedicated hardware configuration:

AMD Ryzen 7 9700x
ASUS Pro B650M-CT-CSM
64GB DDR5 ECC (2x KSM56E46BD8KM-32HA)
Intel XL710-BM1
Intel i350-T4
2x SSD with ZFS mirror
PiKVM for remote maintenance

private user, no business use
