larger quantum with FQ_CoDel if you're using VLAN tagging on WAN?

in https://docs.opnsense.org/manual/how-tos/shaper_bufferbloat.html it says FQ_CoDel quantum defaults to '1514 bytes, 1500+14B hardware header',
it says 14 bytes so i assume it's the size of an Ethernet header with no preamble and no FCS
so i was wondering if it should be increased by 4 bytes if my WAN interface goes over a VLAN?
