Not able to get firewall to block in this configuration

I have played with this for several hours and it doesn't stop from getting to this site;
c:\>ping -n 3 144.76.???.???

Pinging 144.76.???.??? with 32 bytes of data:
Reply from 144.76.???.???: bytes=32 time=150ms TTL=47
Reply from 144.76.???.???: bytes=32 time=149ms TTL=47

I have tried several times in the past also without success.
