is there anytime frame on when this will be utilized. 1.t is end of lifeish September

Whenever FreeBSD does the switch. In the meantime it's the responsibility of the FreeBSD project to provide some supported OpenSSL implementation. The version is irrelevant, IMHO.
As long as FreeBSD 13.2 is supported, its OpenSSL is supported, regardless of what the upstream project does. If necessary fixes will be backported.

Summary: don't hold your breath for OPNsense just right now. It will happen when it will happen. I doubt @franco and friends will do the change before FreeBSD does. Resources and things ...
