i need to block all the 190.x.x.x to  190.999.999.999 or i do not know how it should be i am a newbie a noob and i do not know anything about networks so that is why im trying to ask help from the experts

Select 'Network(s)' for type then '190.0.0.0/8' for content
You can then create a block rule on the interface with that alias as source (or destination, depends on which direction you want to block)
