Which mirror? I am guessing the signature and file is there so this might be a download error or local proxy interfering...

For information, this migration was carried out after the publication of patch 21.1.8_2 and the mirror is marked as default.

I connected in console mode, I restarted my X7SPA-HF device and it appeared in 21.7, I searched for update only sensei 1.9.3 was to update.

So far I think this device is ok.

Thanks, looks like a one-off download failure then. That's what the signature is there for to prevent bad things from happening. :)
