activating IPS causes lan/vlans to refuse access

I can start Services->Intrusion Detection without IPS with the physical connection made to the LAN port as suggested in various forums. See attached screen shots.
If I activate IPS, I can no longer access the LAN or VLAN's. I can access the router via an out of band port on the router and from that port can see that opnsense is up and running and can administer it from that port (which is on an entirely different subnet).
I have tried to activate IPS with and without rules, however, the lan and vlans become inaccessible no matter what I try.
Opnsense runs fine with just the IDS service running.
