Freeradius with openvpn static IP

Hi,
I did setup Freeradius plugin with open VPN and I my client can login to the remote site with no problem.
The issue that we are having is that the client get a dynamic IP address instead of the static ip we assigned to it when creating the user. Bellow is a screenshot

We are expecting to see the client receiving the IP 192.168.4.100 but it get a dynamic instead.

You have to tick "Topology" in your OpenVPN server
