[Q] Is it possible to create dynamic shaper queues for bandwidth?

How might I create shaper rules that would allow:
1). If only one connection is uploading or download to utilize 100% of available bandwidth while,
2). If more connection are uploading or downloading to share the bandwidth equally?
My current rules are set to limit based on the number of possible connections (5), but this means that if 4 are not online or doing anything, they are still limited
