NAT Port Forward After Upgrade

After upgrade 15.1.X to 15.7.3, NAT Port forwards with Filter rule association to a Firewall Rule no longer pass traffic.  It will only pass the traffic if I explicitly set the NAT Port forward to pass.  Not sure if I am missing something or this not working at the moment.  Thanks in advance for any help.

15.1.x to 15.7.3 is a really broad target to narrow down the issue. Can you let me know the exact version you previously used?
