After many repeated attempts, I got this:
Not sure why it's complaining about openssl... The router haven't been touched since the last update.

Yesterday I started my testing-VM with 23.x installed and it also took a very long time (about 10min) until it was ready and showed the "Install" button...
After about 15 minutes, it showed 3 updates, but after I clicked "Update" - it didn't do anything. "Check for updates" repeats the entire process all over again.

It never downloads anything - it just sits there with the spinning gear and that's it.
What happened???
