Check the source view of the page for errors.  I just had this and found an offending plugin that was throwing an exception that caused the rest of the page not to load.  To work around this a bit, try clicking on the licensing page, it should load and then you can click on the other menu items and they should work, it seems that only the index.php page broke from an older deprecated plugin.

Got to the plugin page and removed it, page loads as expected now.

I think it is caused by a problematic widget since this is in the source of the page, what would be the best way to disable it?:
